Monroe's Winter Dog Park Follows the Fairgrounds' Calendar, and Wiggly Field Follows the River's

The covered off-leash park inside Judging Arena #606 at the Evergreen State Fair Park opened for the season on October 5 and stays open through February 28, 2027, from dawn to dusk. Most dog owners in Monroe already know about it. Fewer know why it exists, and why it shuts down on days with good weather.

Two calendars that dog owners don't control decide where Monroe's dogs can run between now and March. The Skykomish River sets one of them at Wiggly Field. The fairgrounds' event bookings set the other at the arena. If you know both, you can plan a winter of off-leash time that rarely ends in a locked gate.

Wiggly Field was built to flood

Wiggly Field covers about 2.5 acres at the south end of Skykomish River Park. Volunteers built it in partnership with the City of Monroe in 2009. It has agility equipment, shade trees, a dog drinking fountain and a small covered shelter.

The fence explains the rest of the year. An 8-foot chain-link fence runs along the north side. The other sides have a 4-foot split-rail fence, and the City says the lower fence "was specifically designed to withstand annual flooding of the Skykomish River during winter months (roughly October through April)." The design keeps costs down and limits flood damage. The City also describes the wire mesh on the split rail, which keeps small dogs from wandering out, as something added during the summer months. If your dog is small enough to fit between the rails, that seasonal detail matters more from October on than any rainfall total.

Floodwater at the park doesn't always mean the dog park is off-limits. Last March, standing water closed Sky River Park's south parking lot, but the City kept Wiggly Field open and reachable on foot through the rest of the park. Expect a walk from the car this time of year, not a closed park.

The arena covers most of the river's season

The covered winter park opens in October, the month the City names as the start of the Skykomish flood season, and covers most of it. The arena closes after February 28, while the City puts the river's flooding at roughly October through April, so March and April belong to Wiggly Field alone. The Evergreen State Fair Park partners with the City to offer the space. Dogs run under the roof of Judging Arena #606, so rain doesn't matter and neither does the river.

Getting there is simple once you've done it, but the first trip confuses people because you can't drive up to the arena. Per the City's announcement:

  1. Enter from U.S. 2 on Cascade View Drive.
  2. Park in the yellow parking lot.
  3. Walk your dog on leash to Judging Arena #606, across from the Event Center.
  4. Keep the leash on and pick up after your dog until you're inside the dog park.

If you're coming from the east, there's a work zone on the way. WSDOT crews began building a roundabout at U.S. 2 and Old Owen Road in Sultan on October 5. Traffic uses a temporary bypass lane and signal, and the City expects delays heading east through February 2027. The U.S. 2 corridor safety work inside Monroe is expected to start next spring.

The closures match the fair park's bookings

The arena sits in a working fairground, and the fairground keeps booking events all winter. The City lists these closure dates for the 2026-27 season:

  • November: the 11th for Veterans Day, the 20th through 22nd, and the 26th and 27th for Thanksgiving
  • December: the 3rd through 6th, plus a Christmas closure the City's notice lists as December 25
  • January: New Year's Day and January 18
  • February: February 18, then the season ends after February 28

Most of these are holidays. The two weekend blocks line up with the fair park's own calendar. Oddmall's Creepsmas holiday craft show is on the calendar for November 21 and 22. Holiday Spark runs December 3 through 6. This is its third year, with vendors, lights, warm food and drinks, live entertainment and scheduled "snow" flurries. Entry is free and parking is $5. The same December dates also carry the Sky Valley Indian Education Holiday Make and Take on the fair park calendar.

In practice, the stretch from Thanksgiving week through the first weekend of December is the hardest time to count on the arena. Between November 20 and December 6 there are three separate closures adding up to nine days. That's also when Wiggly Field is most likely to mean walking in from a wet parking lot. Plan for the river park on those days, or for a leashed loop, covered below. The City notes that the arena dates are subject to change, so check the Fair Park's Winter Dog Park page or the City's notice before you load the car.

Holiday Spark also gives dog owners something in return. The same fairgrounds that closes the arena for four days hosts one of the bigger free holiday evenings in town. On those days, you can trade the dog's arena time for your own evening out.

The two parks have different rules

The two off-leash areas belong to different hosts, and their posted rules differ in ways that can catch out anyone who switches between them. Here's a summary of the City's posted rules for each, from the Winter Dog Park notice and the Wiggly Field page:

Rule Winter Dog Park, Arena #606 Wiggly Field
Minimum puppy age 6 months 4 months
Dogs per adult Not specified No more than 3
Leash outside the off-leash area Required, 8 feet maximum Required
Health and tags No sick dogs, vaccinations up to date Collar with ID, current dog license and rabies tag, no sick dogs
Hours Dawn to dusk, with dusk defined as 20 minutes after sunset City park rules apply
Water Bring your own, don't share bowls Bring your own, with a dog drinking fountain on site

The puppy rule matters most this time of year. A five-month-old pup can run at Wiggly Field but not under the arena roof. So if you have a young dog, your rainy-day off-leash option is the one by the river. Both parks share the basics: no dogs in heat, owners present and in voice control, holes filled before you leave, and every bag in a trash can.

The arena's dusk rule is worth reading closely in winter. Closing 20 minutes after sunset sounds generous until December, when that's earlier than the end of most workdays. For many households, the covered park is a weekend and lunch-hour resource until the days get longer in February.

The leashed option between the two: Lake Tye

When the arena is booked and Wiggly Field is soggy, the City's Lake Tye Park has a 1.63-mile walking and running loop around the lake. Leashed dogs are welcome in City parks. The City's FAQ says dogs aren't allowed in lakes, streams, playgrounds or athletic fields, which at Lake Tye means the water stays off-limits even on a mild day.

The loop has something new to look at this fall. The City's October newsletter reports that skate park volunteer Charley Wells planned to paint a wildlife-themed mural at the Monroe Board and Blade Skate Park at Lake Tye over the following weeks, weather permitting. If the weather holds, a lap this month could take you past it while it's going up.

The arena works on rainy days and days without fairground events. Wiggly Field covers puppies and the arena's closure dates, as long as you're willing to walk in from the lot. Lake Tye covers the days when a leash is fine and you both just need the 1.63 miles. The closure dates are set through February, so it's worth putting November 20 to 22 and December 3 to 6 on the family calendar now.
